Afghan Report Says 47 Civilians Died in US Airstrike阿富汗称美军空袭炸死47平民 An Afghan government commission says a U.S. airstrike this week that American commanders claimed had targeted militants instead killed 47 civilians. The reports of civilian casualties come as American commanders say they are trying to counter the growing threat from insurgents coming across the Pakistani border. The Afghan government ordered an inquiry into Sunday's U.S. airstrike after conflicting reports about the attack. Local officials in Nangarhar province said the victims were part of a wedding party and no militants were in the region. U.S. commanders had insisted militants were among the group. President Hamid Karzai appointed a nine-member government commission to investigate. After traveling to the region, the head of the commission, Senate deputy speaker, Burhanullah Shinwari, tells VOA that the victims were all civilians. He says that they investigated and found in that area 47 people were killed and nine wounded. He said no militants were present and the victims were mainly women and children who were walking to a wedding party. U.S. officials say they have not completed their investigation yet. Afghan officials have expressed concern over mounting civilian casualties, as U.S. and NATO forces try to counter a surge in attacks by Taliban forces in recent months. Militants safe havens in Pakistan have been blamed for contributing to the spike in violence that made June the deadliest month for coalition forces since the 2001 invasion. During a visit to Kabul this week, Admiral Michael Mullen said U.S. officials now believe that Pakistan's Federally Administered Tribal Areas, called FATA, are attracting an increasing number of foreign fighters. There are clearly more foreign fighters in the FATA, than have been there in the past, and I wouldn't get into any specifics. But what it really speaks to is that that's a safe haven, that's got to be eliminated for all insurgents - not just al Qaida," Admiral Mullen said. Coalition forces have responded with aggressive operations. American Marines have recaptured Taliban-held towns in Helmand province. Coalition and Afghan forces are pursuing militants operating near the Pakistani border, and occasionally firing at militants fleeing back into Pakistani territory. In June, a U.S. airstrike on a border post accidentally killed 11 Pakistani troops. The Pakistani military sharply criticized the attack. On Friday, local officials in South Waziristan said mortar shells fired from Afghanistan wounded eight Pakistani troops at a border checkpoint. U.S. and Pakistani military officials have not commented on the reported strike.

Israeli Prime Minister Ehud Olmert presented his resignation letter to President Shimon Peres at the president's official residence in Jerusalem Sunday. Olmert faces corruption allegations and is likely to be replaced by Foreign Minister Tzipi Livni, who was elected the ruling party's new leader last Wednesday. Ehud Olmert has been mired in a corruption scandal that brought him to promise last July that he would step down as soon as his party picked a new leader. That happened last Wednesday, when moderate Tzipi Livni won a narrow victory in the Kadima party primaries. Olmert said he was informing his cabinet about his decision to step down from his post as Prime Minister of Israel. The outgoing Israeli leader said resigning was not an easy decision, but said it is the worthy, diplomatic, and responsible thing to do. Aides said his resignation would become formal late Sunday. Olmert said he would stand by Livni. She has just a few weeks to form a coalition government or Israel will be forced to hold early general elections - a year and a half ahead of schedule. Olmert's departure is seen by many here as an opportunity to move ahead with U.S.-mediated negotiations with the Palestinians, which have been stalled over longstanding issues. The corruption scandal was viewed by party members as a distraction that took attention away from the peace process, and other pressing issues. Olmert plans to stay on as caretaker of the negotiations while Livni works to set up a governing coalition. Kadima is anxious to avoid early elections, which could see it lose to right-wing parties supported by those in Israel who believe the centrists are giving too many concessions to the Palestinians. Right-wing sentiments have been fueled in recent months by security concerns including Iran's nuclear ambitions and the Islamist group Hamas' continued control of the Gaza strip.200809/49766。
  • Friday's US Presidential Debate Remains in Doubt麦凯恩奥巴马对暂停竞选各有立场 Presidential candidates John McCain and Barack Obama are taking a rare break from the campaign trail to join President Bush and congressional leaders at the White House for a meeting on the U.S. financial crisis. McCain and Obama are scheduled for their first debate Friday, but that event is now in doubt. Before returning to Washington to deal with the financial crisis, both candidates spoke to former President Bill Clinton's annual meeting of his Global Initiative Project in New York. Senator McCain said he is confident Congress and the Bush administration can agree on a financial bailout plan within the next few days. But McCain stood by his decision to suspend his presidential campaign and a call to delay Friday's first presidential debate at the University of Mississippi. A great deal is being asked of the American people, and great care must be taken to ensure their protection," he said. "As most of you know, I am an old Navy pilot and I know when a crisis calls for all hands on deck. That is the situation in Washington at this very hour when the whole future of the American economy is in danger. I cannot carry on a campaign as though this dangerous situation had not occurred or as though a solution were at hand, which it clearly is not." McCain's Democratic Party opponent, Senator Barack Obama, also addressed the Clinton conference by satellite from Florida, where he is preparing for Friday's debate. Obama echoed McCain's call for swift congressional action on a bailout plan that includes safeguards for taxpayers and homeowners. It is outrageous that we find ourselves in a situation where taxpayers must bear the burden and the risk for greed and irresponsibility on Wall Street and Washington," he said. "But we also know that failure to act would have grave consequences for jobs, for savings and retirement for the American people." Obama and McCain also want to prevent Wall Street executives responsible for the financial crisis from benefiting from the bailout plan. But Obama also made it clear that he intends to attend Friday's scheduled presidential debate in Mississippi. Our election is in 40 days, our economy is in crisis and our nation is fighting two wars abroad," he said. "The American people, I believe, deserve to hear directly from myself and Senator McCain about how we intend to lead our country. The times are too serious to put our campaigns on hold or to ignore the full range of issues that the next president will face." McCain's surprise call to delay the first of three presidential debates appeared to catch the Obama campaign off guard and has added a new element of uncertainty to the presidential race. Many Republicans have praised McCain for suspending his campaign, saying it shows he is willing to put the country's needs above politics. But many Democrats have criticized McCain for what they say is a political stunt that will do little to bring about a compromise bailout plan in Congress. 200809/50502。
