That would suit Barack Obama, if not for the one he entered in Libya美国已经厌倦战争。 Jun 23rd 2011 | from the print edition“I VENTURE to say that no war can be long carried on against the will of the people.” Edmund Burke should be alive today. None of America’s several wars is popular. According to a Pew Research poll this week, a majority of Americans (56%) now believe that their troops should come home from Afghanistan as soon as possible. Only 39% favour waiting for the situation there to stabilise, even though most still think that the original decision to go to war was right. In the case of Libya there was never any equivalent enthusiasm to intervene in the fighting between Muammar Qaddafi and the rebels. And most Americans are delighted that the present plan is to quit Iraq by the end of this year.“我敢说任何违背人民意愿的战争都打不长。” America has reason to be war-weary. Since September 2001 it has spent some .3 trillion on the wars in Iraq and Afghanistan, in which some 6,000 service personnel have died. Even conservative Republicans, the group keenest on “staying the course”, have started to tell pollsters that America should pay less attention to problems overseas and more to the growing ones at home. In their New Hampshire debate several Republican presidential candidates joined the cry to bring the boys home—“as soon as we possibly can,” said Mitt Romney, the putative front-runner. 201106/142674泉州新阳光妇科医院 Loyalty cards and insurance会员卡和保险Every little helps积少成多As it pushes into finance, Tescorsquo;s Clubcard gives it a competitive edge乐购进军金融界,其会员卡为之奠定优势SOME young drivers get tanked up and wrap their cars round lampposts; others drive carefully, and sober. Insurers would love to collect more background information on the personal habits of those buying motor, household and life policies, but do not want to put off potential customers with intrusive questionnaires. So they end up pooling groups of people by such basic factors as age, occupation and postcode, which means that some low-risk customers are lumped in with risky ones and subsidize their cover. If only insurers could stealthily gather a few titbits about their potential policyholdersrsquo; consumption habits. Such hints might help them more accurately target those customers least likely to make claims, and attract them with better rates. As it happens, Tesco routinely collects such information from holders of its Clubcard loyalty card. As it bulks up in financial services, that may give Britainrsquo;s largest supermarket chain an edge over traditional insurers. To give an obvious example, it would be worth offering pet insurance to someone who has started buying kitty-litter. Buying lots of booze does not make you a drunk-driver, but someone who buys little or none seems less likely to be one. Buyers of window locks are likely to be more security-conscious, and so on. Tesco declined to discuss how it uses Clubcard data for this article. But a group of students at the London School of Economics carried out a class project in which they made several applications for Tesco car insurance. When they gave the number of an unused Clubcard it earned a 1% discount. When they gave the same personal details but ed the numbers of heavily used Clubcards, the discounts varied greatly, reaching 18%. To paraphrase Tescorsquo;s slogan, it seems that every little scrap of information helps. 201111/161224Britney Spears to be normalOnce mental breakdown, once shaved her hair, is it possible for Britney Spears to be normal? She's actually working hard on it.It has been a busy week in Hollywood from Britney Spears to mental breakdowns to fueling basketball stars. So for a recap and get you up to date on all the latest stories, we're so happy to be joined by Rachel Zalis . She is the westcoast editor for Life amp; Style magazine. Rachel , thanks for joining us. Thank you so much for having me. So first of all ,what is the latest on Britney Spears, the 26-year-old pop star was granted over-night visit with her boys. Tell us about this, and is she finally on the right track?Yes, things are looking up for Britney , finally. I mean, you know, she won her Grammy for her song Toxic years ago. And her life is, sort of , seem to reflect that title lately. And , you know, ever since her divorce with Kevin Federline, things are sort of sprung out of control for her. You know, public meltdowns, rehab, hospitalization, shaving her head. And, you know, as in January, Kevin Federline became the "sole custody", got "sole custody" of her kids. And , you know, over the last six months, we've really seen Britney try to hold her life together. You know, her dad is, sort of , overseeing her finances. She's been working out. She's been, you know, on the TV show which people are think, get on Emmy nominated then. You know, she's really trying to regain herself. And, you know, she just have this hearing the other day where the judge is saying that she could get overnight stays now with her kid, which will be a huge win for her. Up until now, in the last six months, she says, you know, very limited, you know, uh, meetings with the children that were supervised. So this will be great. It's great to see things going away. And legally speaking, what's next? I mean, can she get back custody of her sons in the future? I think, you know, I think, Kevin Federline and his lawyer have said, they really want Britney to have more involvement with the kids, to work towards that kind of situation, though. I defintely think if Britney keeps on this path where she's really staying on the strait narrow. She's getting her life together. You know, obviously, it's best for the kids to be with their mother. So , I think, she definitely , has that in store for her in the future.200810/54019泉州哪家医院好

An extraordinary profusion of microscopic critters inhabit every crack and crevice of the typical human, so many that they probably outnumber the cells of the body upon and within which they dwell. Happily, these microbes are mostly harmless. Some of them, particularly those that live in the gut, are positively beneficial, helping with digestion and keeping the intestines in good working order. That is no surprise—bacteria as much as people have an interest in keeping their homes in sound condition. What is surprising is the small but growing body of evidence which suggests that bacteria dwelling in the gut can affect the brain, too, and thereby influence an individual’s mood and behaviour. The most recent paper on the topic, published this week in the Proceedings of the National Academy of Sciences, reports (like much of the research in this field) on results in mice. The researchers, led by Javier Bravo of University College, Cork, split their rodent subjects into two groups. One lot were fed a special broth containing Lactobacillus rhamnosus, a gut-dwelling bacterium often found in yogurt and other dairy products. The others were fed an ordinary diet, not fortified with microbes. The team then subjected the mice to a battery of tests that are used routinely to measure the emotional states of rodents. Most (though not all) of these tests showed significant differences between the two groups of animals. The Obama administration is defending its proposals to massively boost government spending in the wake of a congressional report that projects record federal deficits and a doubling of America's national debt in coming years. Republicans and even some Democrats say the administration's ambitious spending plans will have to be curtailed. At the same time, economic adviser to U.S. Vice President Joe Biden says a congressional plan to tax executive bonuses of companies that received federal bailout money may be unconstitutional. For weeks, President Obama has maintained that his record-breaking .6-trillion budget for the next fiscal year makes vital investments in energy, health care, and education that will pay dividends once the nation emerges from a deep economic recession. But selling the proposed budget on Capitol Hill became harder after Friday's report from the Congressional Budget Office, which projects significantly higher budget deficits than the administration estimates over the next decade, adding trillions of dollars to the national debt. The president's top economic advisor, Christina Romer, defended the administration's proposed spending blueprint, arguing that future economic growth will be more vibrant than the CBO assumes. Romer appeared on Fox News Sunday. When you get out five, 10 years, they are assuming that real GDP [U.S. gross domestic product] is only going to grow 2.2 or 2.3 percent a year," said Romer. "And that is just lower than private forecasters [project]; it is lower than the Federal Reserve. We think it is just too pessimistic." But Republicans in Congress appear united in their opposition to the president's budget as it now stands. Maine Senator Susan Collins was one of only three Republicans to back Mr. Obama's economic-stimulus package last month. Speaking on A's This Week program, Collins said she cannot vote for the president's budget. It brings our debt levels to an unprecedented level," said Collins "It would double the public debt in five years, triple it in ten years - the highest percentage of GDP since after World War II. That is not sustainable. It poses a threat to the basic health of our economy." But it is not only Republicans who are questioning President Obama's budget numbers. The chairman of the Senate Budget Committee, Kent Conrad of North Dakota, says the economy has worsened since the administration crafted its budget, meaning that revenue shortfalls will be greater than Mr. Obama had assumed. In fairness to this administration, they locked down their forecasts three months ago. There has been a lot of bad news since [then]. So we have a worsening [fiscal] situation that requires adjustments across a broad front," said Conrad. Conrad also appeared on This Week. The U.S. Constitution gives Congress power over the nation's purse strings. Although Democrats control both houses of the legislature, their Senate majority is not large enough to prevent Republicans from blocking legislation through parliamentary maneuvers. Administration officials say they are prepared to negotiate with Congress on final budget numbers, but will not abandon national goals Mr. Obama set forth during his presidential campaign last year: promoting energy independence, reforming America's health care system, and boosting educational opportunities.

European Union finance ministers meet today and Tuesday to discuss the details of a 3 billion economic stimulus proposal by the bloc's executive arm. European finance ministers, meeting in Brussels, are expected to study the details of the economic stimulus plan and seek coordinated action on boosting the European Union economies, along with their own national stimulus plans. The bloc-wide proposal was announced the the EU's executive arm, last week, to pump up the economy of the 27-member European Union, which is fast sliding toward recession. Analyst Katinka Barysch, of the Center for European Reform in London, believes the ministers will come to some kind of consensus at the end of the meeting, Tuesday. Hopefully a fairly united statement that the EU governments acknowledge that a fiscal stimulus is needed," she said. "That any protective reactions will have to be resisted. That there will be some kind of watering down of the stability and growth pact. That they will allow the European Commission to accelerate spending on regional aid projects and infrastructure projects, which means losing some of the rules that we usually apply to that spending." But the details the measures and what they will actually aim to accomplish remain vague. The stimulus plan takes into account national packages to boost the economy, like those aly announced by Britain, Italy and Germany. France is expected to announce its own plan, Thursday. But it is unclear how much of the funding involved is actually new money. Germany is also coming under pressure to up commit more funding to fight the downturn. There are obviously big divisions and Germany, particularly, is in the dock, because people say Germany, despite its very sound budget position and despite its big external surplus, isn't really willing to put as much into a fiscal stimulus as other countries are doing," continued Barysch. EU leaders are expected to approve the final stimulus package during a summit, later this month. 200812/57758 International AIDS Day provides an opportunity to examine the efforts to combat the deadly virus that attacks the human immune system. In South Africa, whose 5.7 million HIV victims make it the most affected country in the world, officials and activists are assessing an ambitious campaign launched by the government on AIDS Day (Dec 1st) last year. South Africa's President Jacob Zuma one year ago announced what he called a new era in his government's fight against the HIV/AIDS virus. To take our response a step forward, we are launching a massive campaign to mobilize all South Africans to get tested for HIV. Every South African should know his or her HIV status." Mr. Zuma said 15 million people would be tested for HIV in the next year, treatment programs would be expanded and a major prevention campaign would be launched. He also called for a change of attitude toward the disease. "Let there be no more shame, no more blame, no more discrimination and no more stigma. Let the politicization and endless debates about HIV and AIDS stop," said Zuma. This represented a dramatic shift in policy from the previous government (of Thabo Mbeki) which downplayed the seriousness of the epidemic. Critics said it caused hundreds of thousands of needless deaths.
