South Korea's Yonhap news agency ed parliamentary intelligence committee lawmakers as saying North Korea may be behind the apparent cyber attack.Wednesday marks the 15th anniversary of the death of the North's revered first leader, Kim Il Sung. In past years, North Korea has used the occasion to show defiance or superiority toward the South.South Korean authorities began to notice the Internet disruption Tuesday evening. By Wednesday, Korea Communication Commission official Lee Myung-su said the attack program had sp far and wide.He says 18,000 personal computers have been infected by a malicious code.At least 11 South Korean government sites have been either greatly slowed or made unavailable, including the sites for the presidential Blue House, the Defense Ministry, and the lawmaking National Assembly. Several major South Korean banks and the leading Internet portal, Naver, were also affected.U.S. sites have also been affected, including the Treasury Department, Secret Service, and Federal Trade Commission. The Web site of Voice of America news has been unavailable in South Korea for two days.Computer experts describe this kind of attack as a "distributed denial of service." A computer virus sps from one personal computer to another, directing data traffic from those computers to the targeted Web sites.Shin Hwa-su, of the Korea Information Security Agency in Seoul, says the increased traffic overloads the target sites. He says it is like 16-lanes worth of vehicles onto a four-lane highway. The road gets completely jammed and there is no movement.Shin explains that any ordinary computer can turn into what programmers call a "zombie PC," if it does not have the proper software to protect it from viral attacks.Kim Jae-gyu, chief of South Korea's Police Cyber Terror Center says a special task force has been formed to investigate the attack. He says police have seized one computer that was sending out the malicious software, and have confirmed the program has targeted a total of 25 Web sites. So far, South Korean authorities say the attack has been more of an inconvenience than a genuine security threat. They say no sensitive data appears to have been extracted from the targeted sites.South Korea is one of the most wired nations in the world. Major governmental agencies like the Ministry of Defense find themselves under attack by hackers thousands of times on any given day. Parliamentary hearings on this particular round of attacks are scheduled for Thursday. 07/77369。

  • PM Brown Threatens To Sue Iceland A diplomatic row between the UK and Iceland has erupted with PM Brown demanding the return of billions of pounds of British investments. He has threatened to seize assets and take legal action against the Icelandic government. Sky's Glen Oglaza reports. It's 30 years since the so-called Cod Wars. The relations between London and Reykjavik are almost as frosty now as they were then, with the prime minister using the most undiplomatic of language and threatening to sue the government of Iceland. We believe that, and I think everybody at least home will agree that the Icelandic authorities are responsible for this. We'll do what we can, working with local authorities to help. And I think we, as the government, are doing the responsible thing. We are holding the Icelandic authorities responsible with demanding that the money be paid back to the local authorities. (Through Legal action?) And we are prepared to consider all forms of action including as we did, attempting to, and freezing assets. The problem is that it's not only Iceland's banks that have crashed. Yesterday, the British government used anti-terror laws to freeze the assets of those banks. But now, the Icelandic government is in fact defaulting. "Totally unacceptable!", says Gordon Brown, threatening legal action something Iceland's prime minister is keen to avoid. Legal action is something that is always available. That's one way of civilizing, excuse me, it's one way of setting disputes in a civilized manner, go to courts, but I don't know we're...we're hoping and planning to try to resolve this issue in good cooperation with the UK authorities. More than a hundred local authorities placed large sums of money on deposit with Icelandic banks. The total amount is hundreds of millions and could be as much as a billion pounds. That money is needed to revive the goods and services run by local councils. The local authority leaders say they can't guarantee those goods and services unless they get their money back. Until we've actually looked to the implications, for each local authority, the sum is very large and it will be a small amount in the total context of the budget; others, it will be a much greater impact. We still haven't assessed that fully... And then there are the police authorities, who also invested in Icelandic banks and now stands to lose the best part of 100 million pounds. The government's now embroiled in a huge row with the governments of Iceland. But while ministers say they're doing what they can to help local councils retrieve those missing millions, they are also asking question what on earth you have been doing with tax payers' money. The councils reply "we invested it in banks that we thought were safe." But safe? They were not. And Gordon Brown is making it crystal clear that he expects the government of Iceland to underwrite the debts of its banks and to pay up. Glen Oglaza, Sky News. 200812/57782。

  • U.S. Treasury Secretary Timothy Geithner says differences remain, but the ed States and China made progress in high-level talks this week in Beijing. U.S. Treasury Secretary Timothy Geithner says China has taken steps to modify a controversial policy that was a source of growing concern among U.S. and other international businesses, and a key issue American officials raised during the Strategic and Economic Dialogue.Business leaders have complained a new Chinese policy named "indigenous innovation" makes it difficult for foreign companies to compete in the country. The policy gives advantages to companies bidding for government contracts that conduct their research and development in China and patent their innovations here. "And we welcome the progress we achieved to provide a more level playing field for American firms exporting to China and operating in China," said Geithner. Geithner said officials from both countries would be holding a series of talks to address remaining concerns in the coming weeks and months. He also welcomed China's commitment to submit a revised offer to join a World Trade Organization agreement by July that sets standards for international access to government contracts. He welcomed its commitments to reduce barriers to foreign investment in services, high-tech goods, energy saving products and high-end manufacturing. "This is progress," he added. "It does not fully resolve our concerns, but it gives us a set of basic principles to move forward."The two sides also agreed to work to develop China's vast natural gas capacity.U.S. and Chinese officials both spoke about how their cooperation is important to helping stabilize the world's recovery from the global financial crisis. They noted that while there is promising improvement in the pace of growth in China and the ed States, they would also work together to support efforts to help countries in Europe with the challenges they face.Vice Premier Wang Qishan said the second round of strategic and economic talks with officials from the Obama administration was a success and that both sides had in-depth discussions and reached agreements.Wang says that as the biggest developing country and biggest developed country, the mutual economic relationship of the ed States and China is having an impact on the entire world. The two sides did not make any additional comments regarding requests from Chinese officials for Washington to put an end to curbs on "dual use" high-tech exports that have possible military applications. The ed States is reviewing its export control policy and is expected to announce changes to the policy in the next few months.China did not make any additional statements regarding its currency policy, which has been a persistent issue. On Monday, Chinese President Hu Jintao stressed China would continue with the gradual reform of its currency, the yuan, but at its own pace. 201005/104826。
  • New Mexicorsquo;s governor新墨西哥州州长How to grab them怎样赢得人心Susana Martinez shows how Republicans might one day woo Latinos苏珊娜bull;马丁内斯的作为表明,也许有一天共和党会迎合拉美裔人The Republicansrsquo; new weapon共和党的新武器TORIBIO ORTEGA, who supposedly fired the first shot in the Mexican Revolution a century ago, would have been surprised if told that a descendant of his would one day run an American state. So would Adolfo Martinez, another Mexican revolutionary, who crossed the sparsely patrolled border into America in the 1920s (whether legally or not is unclear from census records). But today Susana Martinez of New Mexico, great-granddaughter of the former and granddaughter of the latter, does just that: she is Americarsquo;s first Latina governor. Her Democratic predecessor, Bill Richardson, is of Mexican descent on his motherrsquo;s side. And Brian Sandoval in Nevada is both Latino and Republican. But Ms Martinez is the only governor who is simultaneously Hispanic, female and Republican. As such, she seems well on the way to embodying the partyrsquo;s hoped-for future as a conservative movement that can appeal to, rather than repel, Latinos, Americarsquo;s fastest-growing main ethnic group. This is why many Republican strategists are now studying her. New Mexico, which has the highest share (almost half) of Latinos of any state in the country, is, along with Colorado and Nevada, an important swing state for 2012. John McCain, the Republican candidate last time and a senator from Arizona, thinks that Latinos are up for grabs in these states and even in his own, if Republicans will just change their nativist tone. This is old news to Ms Martinez. Sitting in Santa Fersquo;s remarkably informal Roundhouse, as the state capitol is nicknamed in homage to old Navajo hogans, she describes her conversion to Republicanism as a Damascene moment. Like most Latinos, she and her husband, Chuck Franco, started out as Democrats ;because our parents were;. Then, one day in the 1990s, she and Mr Franco had lunch with two local Republicans. ;They just asked questions, never asked us to switch party,; recalls Ms Martinez. And yet, as they sat in the car after the lunch, Ms Martinez turned to her husband and said, ;Chuck, wersquo;re Republicans. What do we do now?;这种说法对于马丁内斯来说已经是陈词滥调。 怎么办?;She is only now beginning to work out her answer. Last year, when she ran for governor, she focused less on philosophy and more [colorRed]on fatigue with Mr Richardson, a Democrat who was termed out of office but had a reputation for sleaze. (A probe by a grand jury, the latest of several, is investigating alleged campaign-finance problems dating to his run for president in 2008.) So Ms Martinez, so far, has simply tried to represent clean government. Her most photogenic act was to sell the state jet, a Cessna Citation Bravo, which Mr Richardson, she implied, had used as ;a personal air taxi;. She even fired his cooks. 165639。
